When Jill and I moved into our first Winnipeg apartment, I think we talked to other people in the building for a grand total of 20 words. No joke.
The apartment we're in right now has prompted more words, but they consist of "What floor?" when we step into the elevator.
Friends with your neighbours in an apartment building? I've yet to see it happen, either in my own or in other friends'. Don't worry about it. :)
