Bush does (http://www.nasa.gov/missions/solarsystem/bush_vision.html) want to give NASA money, but for what lite said, not for questionable investments like fixing the Hubble, again. At this point it'd probably be cheaper and more useful to put up a new telescope with unmanned deployment, focusing the real money on returning to the moon.
