Umm.. they said the INS is not doing their jobs at all and that congress is already taking the responsibilities of the INS and putting it into TWO buearacracies and talking of dissolving both and starting anew with something that works. The problems started long before 9/11 and haven't been fixed in light of 9/11. That's it in a nutshell.
