Stupid Requestor Day

So far, nearly every requestor I've dealt with today has been stupid. I mean, to the point that, at least with one of them, I'd be really really embarassed.
Blah.
Back to trying to figure out what's wrong with this detailed analysis so I can give stupid requestor #3 a description so he can fix it (cause, you know, they apparently can't do this on their own, at least that's FEMA's policy. Though, admittedly.. maybe some of them can't? )
